What's the procedure for borrowing books from members who are, well, no longer members? Are such books still with the person named, or are they with anyone else?

Derek has a load of John Watson's books, John Watson lives a couple of doors away from me if it's any of his books that you require, let me know and I will ask him for you.
As far as I know everyone else in the Library listed is still a club member.
